Provincial Council.
Tuesday, Octobci 4. The council met this morning ut I J. The minutes of the proceedings at the last meeting having been read, The Speaker laid before the council — 1. A Bill to regulate the appointment of Provincial Offictrs; 2. Papers and correspondence relating to the Revenue, received since tho Governor's dispatch appropriating the same. 3. A despatcli from ihc Civil Secretary on the Resirvation of Crown Lands for Public Purposes. 4. A despatch from tho Civil Secretary, informing the Superintendent of instruction to the Postmaster General respecting ihe manag e _ ment and regulation of the Postaj Department and Revenue. Mr. Ciiilhan moved the first reading of the Bill to appropriate the revenue of the province to the public service for the year 1853-4. Mr. Cutfield seconded tho motion, and it was carried unanimously. The bill was then read a first lime. Mr. Chilman then moved thu first reading of the Bill for regulating the appointment of Provincial Officers. Mr. Rundle seconded the motion, and it was carried unanimously. The bill was then read a first time. Mr. Good moved that a committee be appointed to obtain further information respecting the Estimates prior to the second reading of the appropriation bill ; and tha t Messrs. Burton, Cutfield, and Watt be ap. pointed a committee for that purpose. Mr. Elliot seconded the motion, and it was carried unanimously. Mr. Cutfield moved the appointment of a committee to prepare a memorial to the Governor, the Legiilative Council, and House of Representatives, praying for the enacting of an Oidinance giving to the Superintendent and Provincial Council control of the waste lands of the crown in this province. Mr.Cmi.MAN moved, as a new standing order, "That the standing orders may be suspended by an unanimous vote of the council, all the members being present."
Wr, BurtoM seconded the motion, and it was carried unanimously. Mr. Chilman gave notice that he would move the second reading of the Provincial Officers Appointment Bill at the next sitting of the council. Mr: Rundle asked leave to bring in a Bill for the prevention of scab in sheep, the regulation of slaughter hou'es, &c, at the next sitting of the council. After a desultory conversation respecting the funds at the disposal of the authorities, since the Governor's dispatch appropriating the revenue, Mr. Parris gave notice that he would move, ntthe next meeting.a further inquiry into the ciroumstances of the payment, by the sub-collector of customs, of the sum of £462 2s 10d to the cub-treasurer, as detailed in the communication of Hi* Honor the Superintendent read this day. Mr. Vickers moved the adjournment of the council to this day fortnight. A BILL to appropriate money to the Public Service for the Province of New Plymouth. Transmitted to the Speaker of tha Provincial r Council on the 27th Septr, 1853, in the 17th year of the reijjn of her Majesty Queen Victoria.
