The House of Lords rend the Army Bill a third time. July 25. Only three out of fifteen clauses of the Evicted Tenants Bill worc-discuss-sed before the Bill was “guillotined.” Owing to many measured reaching the House of Lords with their clauses passed without discussion, the Earl of Camperdown proposes that future Bills should bo so printed as to show what portions the House of Commons had closured. It is the intention- of Mr. Haldane Minister of War, to further reduce the arsenal by 3000 men, making 8000, the minimum pence strength, whereas formerly it was 15,000. The proposal has caused indignation. The Woolwich engineers demanded a strike, which the leaders overruled. The workmen are now appealing to the Labour members of Parliament. 'July 20. An influential deputation, of Catholics, headed, by Archbishop Bourne, protested against tiro new regulations, and contended that they must destroy the denominational character of the training colleges.-—Sir CampbellBannerman and Mr. McKenna maintained the equity of the regulations, and declared that they did not desire to impair the present character of the colleges. If the regulations did destroy the colleges, the situation would bo reconsidered ; but the Government claimed a fair trial. The Board .of Education have stopped rifle-shooting at Eynsford and Shorcham public elementary schools.
