CAPETOWN, June 1. Durand, the ringleader of the Lydenburg bandits, has been indicted for perjury for declaring in an affidavit that the Boer leaders had promised to assist him. The leaders were thus enabled to clear themselves and swore that Durand’s statements were falsi'. The Government's action has gratified the Boers. At the opening of the Transvaal and Orange Council, Viscount Milner stated that the Transvaal was paying its way and that Orange had a substantia! surplus. Personally he favoured a forward railway policy, olTering to capita is Is more liberal terms.
