Prince Bismarck has informed a local newspaper that the Czar in the middle of the seventies asked Germany to remain neutral if Russia attacked Galicia, the reason assigned being that the Russian army was tired of peace. No reply was sent and no action taken with the exception of the recall of the German Ambassador. The Czar, he says, shortly after enterered into a compact with Austria, enabling Russia to attack Turkey, but, against the wish of the Czar, Austria informed Germany of the intrigue.
