ENGLISH AND FOREIGN. London, Nov. 5. Mr E. J. Poyuter, R.A., has been elected President of the Royal Acadamy. The Lord Mayor of London proposes to raise a national fund of £1,000,000 to extinguish the debt on the hospitals. The Chinese Government have ordered two cruisers from Sir W, Armstrong’s firm, and four torpedo boats from Germany. The Admiralty propose to establish depots for training carrier pigeons at all naval ports, the service to be used chiefly for coastal defence. Nov. G. Captaiu Marriott, who was captured by brigands, has been released. The Church of England Convocation, iu conference with the laymen, resolved to ask the Chancellor of the Exchequer to grant 6s per child in all elementary schools, and also strike a rate iu aid of schools not to exceed the amount of the voluntary contributions. The Convocation only ask that the rate to aid the board districts shall not exceed the voluntary contributions, and insist that the churches should appoint teachers to control religious teaching. The Earl of Portraau has been awarded £26,000 compensation for land at Marlyebone, required as a terminus for the Manchestor-Loudon Railway. Sir W. H. Wilkin, the retiring Lord Mayor of London, has boon created a baronet. Mr Frank Farnell, member for Ryde iu the Now South Wales Legislative Assembly, in the course of an interview with a representative of one of the daily newspapers, expressed the opinion that Australia would in a few years ask for her independence. He referred to the paucity of colonial nows published, and said that on his return he intended to urge that the sum of £IO,OOO be spent annually in transmitting items of interest from the colonies to England. Mr Playford, Agent-General for South Australia, has selected two doctors here for the Adelaide Hospital. Mr John Morley, speaking at Glasgow, admitted that the activity of secret societies iu Ireland was increasing, and that discontent would increase until the country was granted autonomy. Duless, he said, Great Britain induces the Powers to compel the cessation of the Armenian outrages, she would have to drink the bitterest cup of humiliation. Vienna, Nov. 6. The marriage of the Duke of Orleans and the Archduchess Maria, daughter of the Archduke Joseph of Austria, was celebrated to-day. Among those present were the Emperor Francis of Austria, the Duke of Counaught, and the Queen of Portugal.
