ENGLISH AND FOREIGN. London, Nov. 3. The English municipal elections show the Liberals to hav j gained SG, the Tories 32, and the Labor candidates three seats. The ransom of £IO,OOO, demanded by the brigands who captured Captain Marriott while sh oting at a Continental resort, has b( e i sent. Dr T. JR.. Wynne, Anglican Bishop of Killaloe, died suddenly in the street in Dublin. The news of his death caused a great shock to his wife, and the unfortunate lady died wyhin an hour. Nov. 4. The Hon. and Boy. Edward Carr Glynn, Vicar of Kensington and chaplain to the Queen, has been appointed Bishop of Peterborough. Herr Koch, the well-known German specialist, is visiting the Cape to enquire into the rinderpest at the request of the Govern ineut. Paris, Nov. 4. Speaking in the French Senate, M. Lekou, Minister for the Colonies, said the Government hoped ultimately to organise Madagascar as an autonomous province. Shanghai, Nov. 3. Li Hung Chang has been fined a year’s salary for visiting the Dowager Empress without the Emperor’s sanction. Calcutta, Nov. 3. Fifty-three thousand men are employed upou relief works in India.
