London, May 2. It is rumored that Mr Gladstone has resolved not to push the Bill embodying his Home Rule policy to its fate in the present session. It is said that after the second reading has been agreed to Mr Gladstone will postpone further dealing with the question with the intention of reintroducing the Bill next session in a modified form. The Standard in its yesterday’s issue makes seme comments on the floating of the new loan, and censures the South Australian Government for borrowing further at present. In the same article reference is also made to the borrowing of New Zealand. The Standard denounces Sir Julius Vogel, and expresses a hope that not another penny of British savings will be invested in New Zealand. May 3. The Hon. Mr Gladstone has issued a manifesto to his constituents, the electors of Midlothian. He states that his infirmities prevent him from addressing them personally. His defence of his proposals for the settlement of the Irish difficulty is most eloquent. He admits the honesty of purpose of the members who seceded from the Ministry and the Liberal party in consequence of thair objection to his Irish policy, but he expresses his confidence that the country will give its support to that policy. Mr Gladstone announced that he is willing to concede autonomy to Scotland and Ireland. Dr Moorhouse, speaking at Kilburn, suburb of London, advocated a secular system of education, similar to that which is in force in most of the Australian colonies.
