ENGLISH AND FOREIGN. London, Mav 24. The total reserve in the Bank of England has increased by £600,000 during the week, and is now at £10,400,000. The proportion of reserve to liabilities is 34 per cent, an advance ot 3 per cent as compared with last Thursday, The Bank rate of discount remains at 4 per cent. New Zealand securities arc at the following quotations: —5 per .cent IQTO loan, 106 ; 5 per cent 1889 loan, 104 ; per cent 1879-1904 loan, 102|-; 4 per cent inscribed stock, 101£. In the House of Commons to-day, Loid E. Fitzmnurice, Under-Sccretary for Foreign Affairs, stated in reply to a question, that a resumption of friendly relations with the Mexican Government was impending, Lord Evelyn Ashley, Under-Secre-tary for the Colonies, replying to-day to a question regarding the intention of the Government in view of the recent fighting which had occurred between Cetewayo and certain of the Zulu chiefs, announced that Government would abstain from any interference in Zululand at this juncture. The inland road to Antananarivo, the capital, had been secured by the troops, and great excitement prevailed among the natives in consequence of the attitude of the French. May 26, Despatches to hand from Cochin China report that the French recently made a sortie at Hamoie, the Anaraese capital, but were repulsed with considerable loss, Commodore Riviere, commanding the French naval force, being killed. The Anamese subsequent surrounded the French fortress at Haip Hong, and are now beseiging it. Reinforcements are asked by the French commandant. Moscow, May 23. The ceremony of blessing the banners to be used in connection with the approaching coronation of the Czar, took place here to-day. St, Petersburg, May 26. The Czar has issued a manifesto in one of bis coronation proclamations, announcing a qualified amnesty to Polish insurgents who took part in the revolt of 1863, with partial remission of penalties and arrears of taxation.
