“You've got quite a good haul, my lad,” said the. old gentleman to the small boy returning from a fishing expedition. “Where did you get it?” “Go down the path marked ‘Private’,” said the boy, “cross the paddock where it says ‘Beware of the bull,’ climb over the gate where there is a ‘Trespassers will be prosecuted'’ notice, and then you’ll see a pool marked ‘No fishing allowed.’ That’s the place.” The moral is, of course, that human nature resents being forbidden anything not essentially wrong. The moment it is forbidden is created the irresistible desir.. to obtain it. No matter how many restrictions are imposed means will be found to evade them and the position eventually becomes farcical. The surprising and disastrous results of “prohibition” in America (since repealed), and its similar total failure elsewhere, amply illustrate the point. 11
