BRINGING IT TO TREATY STRENGTH 23 SHIPS UNDER CONSTRUCTION. By Telegraph—Press Assn.—Copyright. Rec. 8.30 p.m. Washington, Sept. 9. An effort to increase the navy to Treaty strength will soon be possible. The Navy Department to-day awarded contracts for the construction of 23 vessels, including an aircraft carrier, a 10,000 tons cruiser, destroyers and submarines.
