OVERCOMING POLITICAL AIMS.

With the Japanese War Office announcement of promotions and transfers affecting 4700 officers, of whom 260, including Generals Hishikari and Matsui, have been placed on the waiting list, it is generally believed that General Hay* ashi, Minister of War, will substantially overcome the political ferment in the army, says the Tokio correspondent of the Times.
It is anticipated that the ex-eommuru* cation of Professor Minobe’s constitution* al theories, which is expected shortly, will consolidate progress towards peace. General Hayashi, with the support of the army as a whole, was removing from the key positions officers desiring to play a political role and whose tendency towards independent action was noticeable since the Manchurian, affair. Realising General Masaki’s opposition to the changes, General. Hayashi twice asked* General Masaki to resign, after which he dismissed him. ‘The action was a victory for the moderate elements, with which General Hayashi had become increasingly identified.
