Rec. 11 p.m. Rk> de Janeiro, Jan. 3. “Brazil wants to pay its foreign debts," said the Minister of Finance, Senor Costa, “but it has not the foreign exchange to do it. Lack of bills of exchange will prevent Brazil paying this year’s services totalling £7,000,000 on the foreign debt.” . ■ Senor Costa said the situation wm purely transitory.
