Litvinoff, Soviet Foreign Minister, in a letter regarding the acceptance by the Soviet of the invitation to join the League of Nations, says: “The Soviet is especially glad to enter the League at a time when consideration is being given an amendment to the covenant in order to harmonise with the BriandKellogg Pact and banish warfare.” “The Soviet is of the opinion that the submission of disputes to arbitration or judicial settlement under Articles 12 and 13 of the covenant should not be applicable to questions arising before'entry to the League.”
