DISARMAMENT WANTED
NO COMPETITION IN NAVIES JAPAN’S EARNEST DESIRE READY TO SCRAP WEAPONS SUPPORT OF GREAT BRITAIN By Telegraph—Press Assn—Copyright. Rec. 8.50 p.m. Tokio, Sept. 10. The foreign spokesman states that Japan wants a new naval treaty replacing the present unsatisfactory pacts and reducing armaments and the people’s bur-den. “Our idea is not to start competition by increasing armaments, but to have navies insufficient offensively but sufficient defensively. Wherefore, if other Powers agree, we are ready to scrap powerful attacking weapons. “We earnestly hope others are willing to work for such an agreement.” Meanwhile the navy and foreign offices are doing their utmost to curb the publication of excitable rumours and to encourage calmness. The statement is interpreted to mean that Japan will support the British desire to reduce battleships.
