SUBSTANTIAL INTEREST CUT. ISSUE OF VICTORY BONDS. By Telegraph—Press Z-ssn.—Copyright. Rec. 6.5 p.m. Ottawa, Sept. 1. Holders of 1919 victory bonds totalling £50,000,000 will receive less- than 4 per •cent, instead of 5J per cent, interest after November 1, according to a Government announcement of a conversion loan which permits payments in full or renewal at the lower rate.
