CANADIAN PLAN TO LEGALISE. OPPOSITION MET IN PARLIAMENT. By Telegraph—Press- Assn.—Copyright. Ottawa, May 22. A proposal to legalise sweepstakes for hospitals by granting the provinces authority met with opposition in the House of Commons, when Mr. C. H. Cahn, Secretary of State, announced that the plan was beydnd the constitutional power of the Dominion previously endorsed by the Senate.
