block system favoured. DIFFICULTY OF FINANCE, Hamilton, Aug. 22. Speaking at. the New Zealand Cooperative Dairy Company’s smoke concert this evening the Minister of Agriculture, Hon. C. E. Macmillan, said he ■was entirely sympathetic with the idea of establishing farm instruction on the block system. Legislation would be necessary and any objectors would be given an opportunity of being heard. His chief difficulty was to persuade the Minister of Finance to find the money. Mr. Macmillan added that his department had been loaded with a charge of £165,000 to recoup the Railway Department for the 15 per cent, reduction made in the freight charged for farmers’ produce. Since 1930 the Agricultural Department had reduced its administrative costs by £llO.OOO a year in reduced salaries and staffs. This saving had been effected without impairing the efficiency of the department.
