Stalin has issued a decree for a drastic party purge, beginning on'May- I.'Communists estimated to total 3,000,000 will be subjected to a searching examination with regard to their political view? and private lives, with the object of determining their -fitness to remain-in the ruling party. . The decree also widely extends the internal passport system with a view to checking the movement of the population between villages and cities, virtually establishing large areas, including the metallurgical and petroleum centres, where it will be impossible for people to live who are actually or potentially hostile to the Soviet regime. “Undesirables” will be banished from 28 cities.
