This, Mr. Soong urged, was a happr augury for China’s future and sufficient to refute malicious propaganda depicting China as a disorganised State verging on anarchy. Mr. Soong predicts further improvement in future years if China’s., military expenditure is kept within reasonable limits, as it has been this year.
