EMPIRE MIGRATION PLAN
CHARTERED COMPANIES URGED. TRADE POSWIDLTWS STRESSED. By Telegraph—Press Assn.—Copyright. London, April 25. In a special article on the „development of Imperial estates the Morning Post emphasises the neglected opportunities through not utilising the unexploited capital and man power of Britain. “It is true that the Dominions no longer welcome haphazard migration,” the paper says, “so if migration is to be resumed on. a pre-war or even a greater scale it must be according to an organised plan and have regard to the ultimate disposal of Dominion products as well as the careful selection, training and establishment of the new settlers. “The most- effective method is by Imperial chartered companies operating in partnership on an unprecedented scale. The Overseas Settlement Committee is in the position of a contractor who has no ground on which to erect the house, and therefore cannot direct the control of expenditure, but chartered companies would acquire land in various parts of the Empire and would train and establish settlers and direct production along-the most scientific lines and ruse the credits arising from the disposal of primary products to the best advantage of British exporters.”
