DEFAULTING RATEPAYERS. THE LEGISLATIVE PROPOSALS. By Telegraph.—Press Association. Wellington, April 23. “The promised legislation temporarily restoring voting rights to defaulting ratepayers in the counties will be submitted" to the House next week,” the Minister of Internal Affairs, Mr. A. Hamilton, said to-day. A number of inquiries had been received as to the scope of the legislation, and in order to clear up the matter he wished to make it clear that the effect of the legislation to be introduced would be that rate-: payers Who had themselves paid their rates in full up to March 31, 1939, would be eligible to nominate candidates for the coming county elections, to be nominated as candidates themselves, and to vote on the elections, even if they are defaulters in regard to rates levied since that date.

The legislation would, also apply to electric power board elections ana all other elections affected by the disqualification provisions.
