There is a possibility of the Viceroy flying to England in May or June for a discussion on the subject of constitutional reforms. Such an action is believed to make an immense appeal, even to the hostile section of the Indian public opinion, as indicating the Government’s determination not to delay the settlement of the constitutional quest ioa.
