Garner, Democrat representative’in the House from Texas for the past 28 years, was elected Speaker at the opening of Congress on Monday by a victory of the Democrats, who control the House for the first time in 12 years, with 219 seats to 214 Republicans, one Farmer-Labour and one vacancy. The New Hampshire Republican nominee, Mr. Snell, New York, is expected to become the minority leader.
