POWER TO MAKE GRANTS

URGENT NEEDS IN CANADA.

The adoption of a resolution to confer on the Governor-in-Council power to make essential grants during the present fiscal year for unemployment and farm relief was moved in the House of Commons to-day by Mr. R. B. Bennett, Prime Minister. The measure would also give the Governor-in-Council power to deal with the maintenance of peace, order and good government in all parts of Canada. The powers wore asked in order to deal with the abnormal situation. The money would be paid out of the Consolidated Fund. The Prime Minister made it clear that this method would deal with certain people of a revolutionary type. There was no desire to restrain free speech, but it was different when speech was directed to the undermining of the institutions of government. The Bill would provide power to deport outsiders such as those who in a time of domestic depression would capitalise this condition in generating agitative unrest.
