DECLARATION OF POLICY.

ITS RECEPTION IN INDIA.

British Wireless.

Rugby, Jan. 20.

The Government of India’s review of the situation up to January 25 states that moderate opinion generally recognises that the Prime Minister’s declaration of policy at the conclusion of the India Conference has created a new situation in which all parties can cooperate to bring the neiy constitution to fulfilment.

The Nationalists in the Legislative Assembly have accepted the statement as welcome and gratifying, and approve of the principles underlying it, subject to further consideration after the details are evolved. They urged a general political amnesty and an appeal to the Congress leaders to co-operate with the rest of the country in securing modifications and improvements. They approve in particular of the Prime Minister’s announcement regarding guarantees for minorities.

GANDHI EXPRESSES A FEAR.

MAY NOT INFLUENCE MASSES.

Rec. 11.30 p.m. Delhi, Jan. 28. Fear that the Congress leaders, even if they decide to call off the civil disobedience campaign, may be unable to influence; the masses, was expressed by Gaydhi iii a special interview before leaving Bombay for Allahabad to-day. He did not think release of the leaders was sufficient, and until all Congressmen in gaol were free there was little .likelihood of any definite action being taken.
