According, to Mr. Hector Bywater, the Daily Telegraph’s naval editor, unless the forthcoming navy estimates provide for the early 1 construction of at least six cruisers, two flotillas of destroyers and 12 submarines the British navy three years hence will be far below the standard strength postulated by the London Treaty while, by the date of the next limitation conference, it will consist mainly of obsolete vessels, useless for bargaining purposes. He adds that it looks as though the Government is determined to leave its successors the . thankless task of introducing a large and expensive shipbuilding programme.
