Replying to the civic welcome at Belfast, Mr. Forbes said he and his colleagues at the Imperial Conference had not put up anything which might be termed a “humbug.” They, did not Want to do anything which might be regarded as giving an advantage to New Zealand to-the disadvantage of the British people. 7 ‘
