FINANCIAL ASSISTANCE. WESTERN AUSTRALIAN BILL. The Attorney-General of Western Australia, Mr. Davy, has introduced a Bill in the Legislative Assembly for theadjustment of farmers’ debt® and for the equitable distribution of crop proceeds. The measure, Mr. Davy said, was designed to permit the debtor farmer to carry on and try to clear himself. It was not framed to help the hopelessly insolvent farmer. The Bill proposed to create a board consisting of a representative of the Agricultural Bank, associated banks, merchants, farmers, and the Government respectively, which would, on the farmer’s application, call a meeting of his creditors, and the creditors would decide whether farmers were to be forced into bankruptcy. If th< farmer was allowed to carry on, his business would be subject to the control of the board. Owners of hire-pur-chase goods would not be permitted to repossess them without an order of a court. 'l’he Bill would operate until March, 1932.
