Coates, who, said it was of importance that 'owners of native land should be given an opportunity of nicking good before they were,, called Upon to ,pay rate's, and he hoped, the Tw?al bodies concerned would, Show in regard to . ’ Sir'Apirana Ngata (Native. Rates on another class of land would be postponed for two years until the land copld be brought under cultivation. Another class of land which would be exempted for the present would be native reserves which were, used for public buildings, cemeteries, and so on. ;. '
