The Duke of Sutherland, president of the British section of the Inter-Parlia-mentary Union, welcoming delegates in the Ro*yal Gallery of the House of Lords, urged the importance of international co-operation. He said: “Another great war will kick us all into the. abyss, whence we may not return to seek peace.” Viscount Cecil said the naval conference negotiations had been conducted too much in a war atmosphere. “If we had the continent of Europe, as peaceful as North America it would be a long step towards the pacifica,tion- of the world,” he said.''
