MANY PROBLEMS DISCUSSED. By Telegraph—Press Assn. —Copyright. Tokio, November 9. The Pacific Relations conference virtually closed to-day. The discussion on diplomatic relations in the Pacific was interesting, but inconclusive. The boycott problem was surveyed and serious difficulties in the development of international law on this matter were indicated.
The disarmament question was evaded. Machinery for peaceful settlement was reviewed, gaps were noted, and the need for co-ordination, especially in regard .to the League of Nations, was stressed. The general feeling was against the creation of a new, separate system as a possible rival to the League in the Pacific. The Kellogg Pact was critically discussed. Its essentially negative character was emphasised, and it was considered of little value until it was decided what are the “peaceful means” referred to as allowable. It is understood informal conversations outside the conference on the Manchurian problem are progressing favourably, and there are great hopes of an important contribution to the solution of the difficulties.
