WILKINS BUILDS SUBMARINE

New York, August 31. At Cleveland (Ohio) Sir Hubert Wilkins announced on Saturday he would shortly start the construction of a specially designed submarine to be used in geographical and meteorological explorations in the South Polar regions. He expected to start about December 15, but his operations would not be in any way connected with the Byrd explorations.
