“WORLD WAR OS ENDED"

EFFECT OF HAGUE CONCORDBRITISH DISARMAMENT AIM ARBITRATION A BEGINNING By Telegraph—Press Assn.—Copyright. Australian Press Association. Received Sept. 1, 11 p.m. United Service. Geneva, Sept. 31. Mr. A. H. Henderson, British Foreign Minister, in an interview, expressed the opinion that the work achieved at The Hague would greatly assist the League of Nations Assembly’s deliberations. He added: “For the first time since August, 1914, it can be said in the truest sense of the word that the war has ended.” The British Government intended to make another effort in the direction of world disarmament, said Mr. Henderson, beginning with an early attempt to secure the adoption of the principle of compulsory arbitration. Mr. Henderson, alluding to the conversations between Mr. MacDonald and General Dawes, said whether they reached results which would enable the Premier to make a bold, clear statement before the Assembly remained to be seen, but if the negotiations were a success, and he believed they would be, a five-Power conference could take place. Then, if the decisions of such a conference were feasible, they could be passed on to the League. Mr. MacDonald spent three-quarters of an hour with M. Briand. The latter told the Press: “We discussed our little affairs with great cordiality. As to the relations of the two countries, with Mr. MacDonald there is nothing to fear. Our relations are better than ever; nothing could be better.”
