SINO-RUSSIAN AGREEMENT
DECLARATION TO BE SIGNED SOVIET ACCEPTS PROPOSAL REDEMPTION OP RAILWAY By Telegraph—Press Assn.— Copyright. Australian Press Association. Received Sept. 1, 5.5 p.m. Moscow, Aug. 31. The Soviet Government has agreed to the Chinese Government’s proposal to sign a joint declaration settling their dispute. The Moscow test states that both parties agree to settle all pending questions in conformity with the agreement of 1924, especially as regards the redemption of the Chinese Eastern railway. The-Soviet Government is re-ap-pointing the manager of the railway. Both parties will immediately release all those arrested since the beginning of May.
Despite the reports of a possible amicable settlement emanating from diplomatic circles in Peking, the attitude of the Chinese and Soviet troops on the border is unchanged. An official communique states that a force of 10,000 Russians has been dispatched towards the Khangan Mountains, in Western Manchuria, for the purpose of seizing the mountain passes.
