Hongkong, Aug. 18. g At a meeting at the office of the Com* ;, mission er of Foreign Affairs at Canton yesterday it was stated, that in view of the Sino-Russian affairs having assumed a grave aspect the Bureau of Aviation was preparing a scheme for the expansion of aerial activities. The bureau is now drawing up a scheme for the purchase of 100 machines from an American aeroplane company, 20 each of fighting and attacking planes, 10 scouting, • 2 bombing and 10 training planes, costing 2,000,000 Hongkong dollars. The money is being raised partly by public subscription. China appears to be unified in her intention to resist Russia at all costs.
IS RUSSIA THE AGGRESSOR? AMERICA DOUBTS REPORTS. Received Aug. 18, 5.5 p.m. United Service. Washington, Aug. 17. The State Department has declared it is without information in reference to . the London despatch that the Chinese Minister here is to notify the signatories to the Kellogg Pact that Russia began an offensive on the Manchurian border. The Minister, Dr. C. C. Wu, declined to discuss the situation, and officials are inclined to accept with some reserve the reports of serious clashes.
