Received Sept. 14, 7.30 p.m. Vancouver, Sept. 13, Janies Paulhaus, president of the Montreal Chamber of Commerce, startled his audience with the declaration that on the present birth-rate the French-Cana-dian population will greatly outnumber the English-speaking Canadians before 1950. To-day the French-Canadians number 4,500,000, and are increasing at a rate that will more than double the number in 20 years. Most of them remain in Canada, while the Englishspeaking Canadians are steadily migrating to the United States.
