The Premiers’ Conference is considering the adoption of a Federal scheme of child endowment. Mr. S. M. Bruce, addressing the conference, said that the Commonwealth attitude was cleat The Government believed that assistance should be limited to those wage earners who were unable to rear families without undul.v handicapping themselves. The Commonwealth Government could not accept the principle that parents able to provide for their children be relieved of responsibility by the commun-ity,x-iior could it accept any scheme which would impose the cost of child endowment on the general revenue, or add to the existing obligations of industry, oi- increase taxation. He suggested that a scheme might be evolved by the States in the direction of fixing a new living wage with incidental provision for child endowment. This could bo done only with the assistance of the Commonwealth Government, which suggested that discussion should be directed towards the desirability of arriving at a consistent and uniform system of wage regulation throughout tho Commonwealth. Melbourne, June 21. The Premiers’ Conference has adjourned to July 12, when it will re assemble at Sydney. After discussing child endowment, the conference passed a resolution recommending tho appointment of a Royal Commission to investigate every phase of child endowment, particularly in relation to the wage regulation. Mr. Lang was the only dissentient. The commission will be appointed immediately.
