Debating tho Naval Bill in the Senate, Senator Willis opposed an appropriation to build three additional scout cruisers, declaring that there was no danger of war with the British Empire. In colloquy with Senator Hale, who urged the appropriation, Senator Willis said that Senator Hale knew that, if there were to be war with Britain, the United States would “win through the hostages we have at our very door,” and that the United States would invade Canada, annexing it immediately. “I decline to be alarmed about this nightmare of the navy,” Senator Willis declared. Senator Robinson remarked that he was interested in what Senator Willis had said about invading Canada, and, carrying out the same analogy, if the United States were at war with Japan the latter would immediately seize the Philippines and Hawaii, thus menacing the Panama Canal.
