All possibility of ousting the Cantonese from the Yangtse Valley and the control of the south to Canton is lost. The seat of the Southern Government is definitely established at Wuchang, where the Cabinet has already assembled. The rigours of winter are halting the military moves of the southerners, who are consolidating in the Wulian cities in anticipation of the long struggle to complete the Cantonisation of China early in the spring. There are now two strong opposing forces striving for supremacy in Central China. One is under Borodin, who is travelling the length and breadth of the Yangtse Valley in his campaign of anti-foreignism, advocating the abrogation of Chinese foreign treaties and the overthrow of the British. The other is under Mr. Lampson, British Minister, and is striving to combat Soviet propaganda by a conciliatory policy.
