At the League Council meeting, the Spanish representative announced that ■Spain would ratify the amendment to Article 4 of the Covenant of the League in relation to the re-election and . rotation of non-permanent members of the council. Sir Austen Chamberlain congratulated the Spanish Government, and said the announcement would be received with great satisfaction and appreciation. • Spain’s action completes the required ratifications, and the amendment thus becomes operative. The Brazilian delegate, Senor Mellofranco, lodged Brazil’s resignation from the Council of the League. This does not imply that Brazil eeases to be a member of the League. , The Spanish delegate declared that Spain will not participate in any council elections until she obtains a permanent seat. The Council adopted the report of the committee on the financial reconstruction of Hungary, recommending the cessation of the functions of Mr. Jeremiah Smith from July 1. M. Dubois, the chairman of the committee, pointed out that Mr. Smith’s departure from Hungary did not mean the end of League control, with respect to the balance of the reconstruction loan, amounting to 83,009,000 gold crowns, and the revenues assigned to service of that loan, but it will mean the abolition of the control of Hungary’s Budget. Herr Bethlen expressed the gratitude of the Hungarian people for the effort which had resulted in a successful financial reconstruction in the short space of two and a-half years. A DELEGATE ATTACKED. . THE ASSAILANT ARRESTED. Received June 11, 5.5 p.m. . Geneva, June 10. Herr Bethlen, the Hungarian Premier, was the victim of an assault by a Hungarian who burst into the room where the League is holding its session, and sharply slapped Herr Bethlen’s face, shouting: “That is on behalf of the Hungarian nation,” The Italian delegate rescued Herr Bethlen from his assailant, and the latter was arrested. He is named Dcjusth and he is secretary to the Hungarian Republican Party. He obtained a ticket of admission as a. journalist, declaring when arrested that he wanted to brand a criminal. THE SESSIONS CONCLUDED. Received June 11, 5.5 p.m. Geneva, Juno 10. The Council of the League of Nations has concluded its session. The maritime conference committee for investigating the conditions of seamen’s work rejected the shipowners’ proposal that the recommendations of the conference bureau should be restricted to principles common to all established systems of inspection, and apply only to countries where a system of maritime inspection is not yet established.
