Professor Delbruck, one of three expert members of the committee, analysing the report, accused Ludendorff of having deliberately misled the German people, who afterwards lost their faith and confidence and the nation lost fighting power. The subsequent revolution succeeded not because it was backed by overpowering force, but because the representatives of Kaiserism lost faith in themselves. Professor Delbruck adds: TheP German army unquestionably suffered defeat on July 18 and August 8. He maintains that Germans even to-day are misled by the reiteration of a phrase, which is entirely meaningless, namely, that the army left the field unconquered.
