The Daily Mail says the preliminary meetings of the Irish Boundary Commission were without result, and proceedings were adjourned, pending communications from the two Irish Governments. Two new difficulties have arisen. The first is that a mere compromise is legally insufficient. Any decision must b - ? carried by a majority, otherwise it will be invalid. The second difficulty is that the commission lias discovered that it is powerless to compel the attendance of witnesses. Legislative action .is necessary to remove these difficulties, an<J-this will--involve serious delay. .
