Tie British and French delegations have agreed to the terms of a protocol regarding the application of penalties for breaches of the covenant of the league. Outstanding pointe were referred to London for approval. The terms of the protocol were considered to-day by a sub-committee, to which the ebairman ('Dr. Beres, Qzeeho-'Skj'vn-kia) explained the views of the delegations.
