MIGRATION COMMISSION. SCOPE OF ITS INQUIRY. Tokio, Sept. 2. The Japanese Government has taken the first step in seeking a broad funda-* mental emigration policy, by the appiontment at yesterday’s Cabinet Council of a special migration commission, with the Foreign Minister at it* head. The conuniifiion has been ordered to study the problem baaicaly reckoning on an annual increase of population in excess of 500.000. The Government to encouraging end subsiding colonuation projects in South America, Manchuria, and Hokkaido, but regards thaw aS temporary expedients, which will not solve the ever-increasing problem of securing a satisfactory outlet for the people, which problem the hard times are commencing to accentuate. The commission will investigate the possibilities of developing the present wastes af Hokkaido, and the possibilities of more intensive cultivation in Japan proper; also the possibilities abroad, from a National broad polwy standpoint.
