PROBLEM BEFORE LEAGUE. ARBITRATION PROPOSAL. ARRIVAL OF MAORIS. By Telegraph—Press Assn.—Copyright Received Sept. 16, 9.45 p.m. Geneva, Sept. 15. The British and French delegates considered the protocol drawn up at the week-end embodying conflicting views on sanctions regarding arbitration. The British, firstly, are timid regarding the British Fleet’s assistance as outlined in Mr. Hurst’s speech, which it is believed the Foreign Office inspired. The conference broke down at noon hesitating. The question of the fleet was resumed in the afternoon, resulting in an agreement, which the committee considers to-morrow. Probably Article Twelve, prohibiting war until three months after arbitration, will be amended to prohibiting war altogether. The delegates to the League were startled by the arrival of forty picturesque Maoris adorned with feathersThey belong to Ratana’s party. Thq delegates were relieved to learn that they were merely sightseers, and not champions of a minority cause. They interviewed Sir James Allen. Ratana remained in Paris.
GERMANY AND THE LEAGUE. WAR GUILT QUESTION. Received Sept. 16, 7.55 p.m. Berlin, Sept. 15. Herr Stresemann denies that he is responsible for the statement in regard to Germany’s condition for entering the League. He declares he has been misquoted. His view is that Germany’s entry must not be made conditional on recognition of her alleged responsibility for the war. The Government holds the same views on the matter as its predecessors.
