CANTON GOVERNMENT, AN UTTER FAILURE. By Telegraph.—Press Assn.—Copyright, Peking, Sept. 14. Sun Yat Sen has proceeded to Shin* kwan to organise a northern expedition. He has issued a manifesto which is an open confession of the failure, of his Government at Canton and condemns th? indifference of the people towards the revolutionist cause. He acknowledges the grievances from heavy war taxation and oppression by disorderly generals and unscrupulous officials and announces the withdrawal of the troops, the cancellation of war taxation and the return of the provinces to the people for self-govern-ment, hoping thereby to engage their enthusiastic support for the principles of the revolution. A communique issued by General Lu says that a telegram received from Mukden states that Chang-Tso-Lin’s forces have captured Chaoyangfu, in Chilhi.
