Bahadur Sapru devoted the greater part of hk presidential addre«A to the Indian national liberal federation, and to the examination of the question of Indians overseas, as diacureed at tho Imperial Conference. He paid a tribute to Mr. Mackenzie King (Canada), Mr. Massey and Mr. Bruce (Australia), quoting the latter’? conforen?* speech. x*e strongly criticised Genera! Smuts’ summing up, and =<aid that so far, the Dominion-? and Colonies, other than South Africa, had given a patient trial to the scheme adopted by tin* Imperial Conference. He would do nothing loading to prejudice negotiations with the Dominions and the Colonial Office as regards Kenya. Respecting South Africa. Dr. Sapru urged strong a-ction. The Indian Government, he said, must assert itself and impose a tariff against African coal. Touching upon internal India, he demanded the rapid Indianisation of the army, and he urged the suspension of .British recruitment for the public service of India, as the existing incumbents would continue io retain their offices for tne next twenty-five years. He also pressed for a re-examination of the reforms, with a view to a further advance.
