There is no likelihood that the United States will submit to arbitration the authenticity of documents recently published by the State Department to show the revolutionary Soviet activities and propaganda conducted in the United States with the object of undermining the Government.. The Government is fully satisfied with the genuiness of the communications from the Soviet to the workers of the United States, and believes that to enter arbitration proceedings as suggested by M. Tchitcherin would only mean the yielding of a point long sought by the Russians. The Department of Justice declares authorship can be traced directly to the Soviet Government in Russia. •
