George Iggulden, who was sentenced to death for the murder of Mrs. Ethel Howard, who was found dead in a taxiiab with her throat cut, has been reprieved on the ground of his mental condition. Paris, Dec. 23. The Chamber, by 392 votes to 169, carried a vote of confidence in M. Poincare on his programme to combat the high cost of living. London, Dec. 22. An unconfirmed report from Tangier states that the well-known chieftain Raisuli is dead. He had been suffering ftom dropsy for some time. London, Dec. 22. The Salvage Association at Liverpool reports that all the Armagh’s cargo Is submerged except a small portion in the shelter deck. New York, Dec. *22. Before sailing for Franco. M. Wertheimer, the owner, stated that Epinard, the French thoroughbred champion, will compete with the pick of nex’t year s American four-year-olds in three races in September and October. London, Dec. 20. The Delhi-Rawalpindi passenger train collided with a goods train at Tarki. Two front bogies were destroyed, killing three and injuring 28 people. London, Dec. *2l. The Rome correspondent of the Daily Telegraph says Signor Mussolini, at ft meeting of employers and workers, delivered a speech which is regarded as historic from the viewpoint of the Italians. He declared th? nation must present a united front between capital and labour; men must be taken as they are and class warfare avoided. The meeting unanimously approved of the speech, and decided to draw up a scheme for national and permanent co-operation. Paris, Dec. 20. The Government received a check at the hands of the Chamber, which by 331 votes to 200, referred a Bill for an increase in payments to public servants owing to the higher cost of living, to the committee for further consideration. The Government had proposed that the increase be *263 million francs, whereas the Socialists demanded 1160 million francs. Capetown, Dec. 20. Speaking nt Wapenschou, in the Free State, Colonel Mertz, Minister of Defence, said the department’s defence scheme contemplated a coast garrison and an active citizen force of 32,000 men. Allowing for wastage, the effective force would be 25,000 men. In addition there would be defence rifle associations, numbering 35,000 men.
