The Tokio correspondent of the Chicago Tribune interviewed the aide-de-camp of Captain Nomura, Minister of the Navy, who said every report tliat Japan was fortifying or planning to fortify or "establish naval liases in any of the mandated islands was completely false. There was 110 reason why independent investigation sliould not be made in order to see their existing conditions. "I liave already informally suggested," he said, "that an American naval attache should visit, the islands, in view of the many persistent allegations in the foreign Press regarding Japanese fortifications."
